• ఒక కుటుంబంలో ఇద్దరు, ముగ్గురు అర్హులున్నా ఇస్తారు.
• నిరుద్యోగ భృతికి తోడు.. వారిని కొన్ని ప్రభుత్వ పనుల్లో ఉపయోగించుకుంటారు. దానికి అదనంగా ప్రోత్సాహకం ఇస్తారు.
• నిరుద్యోగ భృతిని ప్రతి నెలా నేరుగా లబ్ధిదారుల బ్యాంకు ఖాతాలో వేస్తారు.
• రేషన్‌ను ఎక్కడైనా తీసుకున్నట్లే భృతిని ఎక్కడైనా తీసుకోవచ్చు. బయోమెట్రిక్‌ను అనుసంధానం చేస్తారు.
• నిరుద్యోగ భృతి ఇవ్వడంతో పాటు వారికి ఉచితంగా నైపుణ్యాల అభివృద్ది శిక్షణ ఇచ్చి సమాజానికి ఉపయోగపడే వర్క్‌ఫోర్స్‌గా తయారుచేస్తారు.

 రాష్ట్రంలో నిరుద్యోగ యువతకు నెలకు వెయ్యి రూపాయల నిరుద్యోగ భృతి ఇవ్వాలని రాష్ట్ర మంత్రివర్గం నిర్ణయించింది. డిగ్రీ, తత్సమాన విద్యార్హత కలిగి ఉన్న నిరుద్యోగ యువతకు ఇది అందుతుంది. పేదలు, తెల్ల రేషన్‌కార్డు ఉన్నవారికే ఈ పథకం వర్తిస్తుంది. సుమారు 10 లక్షల మందికి లబ్ధి చేకూరుతుందని అంచనా వేసినా.. ఎంతమంది అర్హులుంటే అంతమందికీ ఇవ్వాలని నిర్ణయించింది. ఒక కుటుంబానికి ఒక్కరికే నిరుద్యోగ భృతి అన్న పరిమితి లేదు. ఒకే కుటుంబంలో ఇద్దరు, ముగ్గురు అర్హులున్నా ఇవ్వాలని నిశ్చయించింది. గురువారమిక్కడ సచివాలయంలో రాష్ట్ర మంత్రివర్గ సమావేశంలో తీసుకున్న ఈ ప్రాథమిక నిర్ణయాన్ని మంత్రులు నారా లోకేశ్‌, కొల్లు రవీంద్రవిలేకరులకు వెల్లడించారు.
‘2014లో హేతుబద్ధత లేని రాష్ట్ర విభజన చేసి ఆంధ్రులను కట్టుబట్టలతో నడిరోడ్డుపైకి నెట్టేశారు. రూ.16 వేల కోట్ల ఆర్థిక లోటుతో చంద్రబాబు పాలన ప్రారంభించారు. అయినా ఇచ్చిన అన్ని హామీలను అమలుచేశారు. రైతు రుణమాఫీ, డ్వాక్రా మహిళలకు రుణ ఉపశమనం, పింఛను మొత్తం ఐదురెట్లు పెంచడం, 24 గంటల విద్యుత్‌ సరఫరా..ఇలా అన్నీ నురవేర్చారు. నిరుద్యోగ భృతి ఒక్కటే మిగిలింది. దీనిపై మంత్రివర్గంలో చర్చించి ప్రతిపాదనను సిద్ధం చేశాం. వీటిని ప్రజల ముందు పెట్టి.. వారినుంచి వచ్చే సూచనల మేరకు వచ్చే కేబినెట్‌ భేటీలో చర్చించి ఖరారు చేస్తారు’ అని లోకేశ్‌ పేర్కొన్నారు. నిరుద్యోగ భృతిపై ప్రభుత్వం 9 అంశాలతో ప్రతిపాదన తయారుచేసింది.
వెబ్‌సైట్‌ రూపకల్పన..
నిరుద్యోగ భృతి కోసం ప్రత్యేక వెబ్‌సైట్‌ను రూపొందిస్తామని లోకే శ్‌ తెలిపారు. ప్రభుత్వ ప్రతిపాదనలపై ప్రజల నుంచి స్పందనలు, సూచనలు తీసుకున్నాక వచ్చే మంత్రివర్గ సమావేశంలో వాటిపైనా చర్చించి తుది విధానం ఖరారుచేస్తామన్నారు. ఏ పేరు పెట్టాలన్నది కూడా అప్పుడే నిర్ణయిస్తామని తెలిపారు. ‘పథకం ప్రారంభించాక వెబ్‌సైట్‌లోనే దరఖాస్తులు పెట్టుకునేందుకు ఏర్పాటు చేస్తాం. ఆ వెబ్‌సైట్‌లోనే రాష్ట్రంలోని సుమారు 10 లక్షల మంది నిరుద్యోగ యువత దరఖాస్తు చేసుకోవచ్చు. అదే వెబ్‌సైట్‌ను జాబ్‌పోర్టల్‌గా కూడా మలుస్తాం. రాష్ట్రంలోని అన్ని లక్షల మంది సమాచారం ఒకే చోట ఉన్నందున.. దేశంలో ఎవరైనా ఆ వెబ్‌సైట్‌కు వెళ్లి తమకు కావాల్సిన అర్హతలున్నవారిని ఉద్యోగాల్లోకి తీసుకోవచ్చు. అంటే నిరుద్యోగ భృతి వెబ్‌సైటే జాబ్‌ పోర్టల్‌గా కూడా ఉపయోగపడుతుంది’ అని చెప్పారు.
దేశంలోనే ప్రథమం
నిరుద్యోగ భృతిని ఈ తరహాలో అమలు చేయడం దేశంలోనే ప్రథమమని లోకేశ్‌ తెలిపారు. కేరళ, పశ్చిమబెంగాల్‌, హరియాణా, హిమాచల్‌ ప్రదేశ్‌, రాజస్థాన్‌ తదితర రాష్ట్రాల్లో అమలుచేశారని.. కానీ ఆయా రాష్ట్రాల్లో నెలకు రూ.120, రూ.200, రూ.500 చొప్పునే ఇస్తున్నారని చెప్పారు. ఉత్తరప్రదేశ్‌లో మాత్రం వెయ్యి రూపాయలు ఇచ్చారని.. కానీ ఆరు నెలల్లోనే పథకాన్ని ఎత్తేశారన్నారు. మరోవైపు రాష్ట్రంలో ఉన్న అర్హులందరికీ, కుటుంబంలో ఒకరికి అనే పరిమితి లేకుండా ఇస్తున్న ఏకైక రాష్ట్రం కూడా ఏపీయే అవుతుందన్నారు. ఆయా రాష్ట్రాలతో పాటు అమెరికా, ఐర్లాండ్‌, డెన్మార్క్‌, నెదర్లాండ్స్‌ తదితర దేశాల్లో అమలుచేస్తున్న నిరుద్యోగ భృతిని కూడా పరిశీలించామని తెలిపారు. నిరుద్యోగ భృతిపై వేసిన మంత్రివర్గ ఉపసంఘంలో ఉన్న తామంతా కలిసి ఈ పరిశీలన చేశామని చెప్పారు.
యువతను పనిచేసే శక్తిగా తయారుచేస్తాం
నిరుద్యోగ భృతి ఇవ్వడంతో పాటు నైపుణ్యాభివృద్ధి శిక్షణ ఇస్తామని, సమాజానికి ఉపయోగపడేలా, విజ్ఞాన సమూహంలా యువతను తీర్చిదిద్దుతామని కొల్లు రవీంద్ర పేర్కొన్నారు. యువతను పనిచేసే శక్తిగా తయారుచేస్తామన్నారు. నిరుద్యోగ భృతికి బడ్జెట్‌లో రూ.1000 కోట్లు కేటాయించామని, దీనికితోడు వివిధ శాఖల నుంచి నిధుల మద్దతుతో దీన్ని అమలు చేస్తామని తెలిపారు.
నిరుద్యోగ భృతిపై సుదీర్ఘ చర్చ
కేబినెట్‌ భేటీలో నిరుద్యోగ భృతిపై చాలాసేపు చర్చ జరిగింది. డిగ్రీ విద్యార్హతతో పాటు, ఇంటర్‌ పూర్తయ్యాక పాలిటెక్నిక్‌, డిప్లొమా చదివిన నిరుద్యోగులకు కూడా భృతి ఇవ్వాలని ప్రాథమికంగా నిర్ణయించారు. 2.5 ఎకరాల తరి, ఐదెకరాల మెట్ట పొలం కంటే తక్కువ ఉన్నవారికి భృతి ఇద్దామని అధికారులు ప్రతిపాదించినట్లు సమాచారం. అయితే అలాంటివి పెట్టి సంక్లిష్టం చేయవద్దని, తెల్ల రేషన్‌కార్డు ఉంటే చాలని పెట్టాలని.. సాధ్యమైనంత ఎక్కువమందికి లబ్ధి చేకూరేలా నిబంధనలు ఉండాలని సీఎం ఆదేశించారు.
